Abstract
This paper, commissioned by the Ford Foundation’s Electronic Media Policy Portfolio, charts the activities and achievements of the media reform movement in the years following the passage of the Telecommunications Act of 1996. The author argues that the movement has overcome substantial resource inequalities and other obstacles to achieve significant successes in the area of media and communications policy.
