Abstract
Claffy describes the dramatic and growing gap between the role of the Internet in modern social and economic life and the capacity of researchers and policymakers to analyze and understand it--in large part due to the failure to maintain public data collection requirements in the wake of the 1994 privatization of the Internet backbone.
