Abstract
This is the published version of an FCC-commissioned study (released by the Commission in 1999). In this study, the authors report the results of telephone surveys of television and radio station managers that sought to determine if, and to what extent, minority owners programmed their stations differently than non-minority owners. The results of the study suggest that, while there might not be tremendous differences between minority and non-minority owners in terms of the amount of issue-oriented programming that their stations provide, minority owners do express a greater commitment to tailoring their programming to address the perceived needs and interests of minority audiences in their communities.
