Abstract
This decision (1941) represents one of the FCC’s earliest efforts to preserve and promote localism, via their efforts to limit the influence that broadcast networks could have over the programming decisions of their affiliates. This decision ultimately was challenged (but upheld) in the Supreme Court in NBC v. U.S. (1943).
