Abstract
This chapter begins from the premise that the role of public interest groups has been understudied in the U.S. National Information Infrastructure (NII) debate. The author examines the role of public interest groups in Congressional deliberations that led to the Telecommunications Act of 1996. According to the author, the positive effect of public interest groups in this effort demonstrates their legitimacy and suggests that they can have an important role in policy reform.
