Abstract
This article is derived from a Rand Corporation report, "Citizen Participation in Broadcast Licensing Before the FCC," which was prepared under a grant from the Markle Foundation. This study represents an early effort to study citizen participation in FCC licensing decisions in the wake of the UCC decision which allowed for citizen participation in licensing proceedings The report concludes that the FCC could do much to create a regulatory environment based on a philosophy of cooperation and negotiation between broadcasters and their audience in place of the present environment characterized by mistrust and adversarial proceedings.
