Abstract

This article is part two (of two) of one of the most extensive explorations of the localism principle yet published. This analysis extends well beyond the confines of communications policy, exploring the place of localism in legal theory. The author provides an excellent overview of the theoretical underpinnings of localism, relating localism to the maintenance of local political autonomy and increased individual participation in the political process, as well as to the maintenance of regional, ethnic, and cultural heterogeneity. As with part one, this is a core document for understanding the localism principle (from a communications policy standpoint, part two may in fact be of greater relevance than part one).
