Abstract
This article is part one (of two) of one of the most extensive explorations of the localism principle available. This paper explores the various benefits that the courts traditionally have associated with granting local governments greater autonomy and examines the extent of the power wielded by local governments. The author concludes that local governments generally possess a great deal of power, though he also concludes that it is unclear whether local governments possess sufficient power to meet local needs.
