Abstract
Prepared for the Expert Roundtable on University and Technology-for-Literacy/Basic Education Partnership in Developing Countries, this paper describes how higher education institutions can help to achieve Education for All through the promotion of the use of ICT in basic education. Higher education is at the top of the education system of the country and has the responsibility towards the whole education system. The paper summarizes the role of ICT in enhancing the development of basic education and literacy. It concludes with a list of ways through which higher education could help such development. This list includes the set-up of a research and development centre for the development of content, method of delivery, monitoring and evaluation mechanism for teacher training programmes as well as basic education.
