Biography

Graduated from the Sofia University, Faculty of Law, 1977. Postgraduate Qualification Course in the Institute of Mathematics to the Bulgarian Academy of Sciences, 1978-1980. Doctor's Course in the Institute of Law to the Bulgarian Academy of Sciences, 1982-1985. Teaching: Legal Informatics, Information & Law, Media Law, Advertising Law, Information Technologies in Public Administration & Law since 1982. Registered Attorney at Law since 1992 Legislative Drafting Area: Information Law since 1995. Co-founder and Director of the Bulgarian Institute for Legal Development since 1996. Co-writer of the Law on Radio and TV. Member of National Council for Radio and TV, elected from the parliamentary quota, Dec. 1998-January 17, 2000. Member of the Competition Committee for issuing a license for a private national Television. Member of the Board of Directors of the Balkan News Corporation, June 14-November 4, 2000. Appointed member of the State Telecommunications Commission on March 1, 2001 with a decision of the Council of Ministers. The Commission was re-named to Communications Regulation Commission (CRC) in January 2002. Acting chair of the State Telecommunications Commission, May 20-June 17, 2001. Deputy chair of the State Telecommunications Commission, appointed by the government on June 28, 2001. Chair of the Auction Commission for Digital Television in Sofia in June 2001.
