Abstract
In this article, Berkowitz places the (then) new technology of low power television within the context of the localism principle. The article provides a useful (if somewhat dated) grounding in the FCC’s approach to localism, particularly in terms of illustrating the FCC’s traditional (though increasingly questioned) assumption that programming services based locally will be more effective in terms of producing content that addresses local interests and concerns.
