Abstract

In this decision, the FCC initiated its controversial effort to launch low-power FM radio, a system of non-commercial radio stations capable of serving very small broadcast areas (generally 1-3 miles). Part of the motivation behind low-power FM was the desire to create a “hyper-local” medium that would serve small communities within larger urban and rural areas.
