Chris Bailey has been active in developing social movement use of the Internet for many years, initially working to build trade union networks. He worked with US based LaborNet after its formation in 1990. From 1995-1998 he coordinated a worldwide Internet campaign in support of 500 sacked dockworkers in Liverpool, England for which he won widespread recognition within the international trade union movement. In 1997-98 he assisted in the formation of Jinbonet, the Korean NGO Internet network. Later, he helped found LaborNet in Japan.

Chris was the Coordinator of the European Civil Society Internet Rights Project, funded by the Open Society Institute and designed to defend and extend the rights of civil society Internet users in Europe.
