Abstract
In this decision by the U.S. Court of Appeals for the D.C. Circuit, the Federal Communications Commission’s “integration” policy was struck down. This policy gave preference in the broadcast license allocation process to applicants planning on residing in the community of license, under the assumption that locally based owners would better serve the needs and interests of their local communities. The court, however, did not feel that the FCC provided sufficient evidence to support this assumption.
