Abstract

This study focuses on the development of the citizen interviewer role, followed by development of the citizen agreement concept, and concludes with discussion of the projected status of citizen agreement as a viable element of public access. Although the FCC praised the citizen agreement concept initially, cases of repeated agreement abuse in the form of improper citizen demands soon diminished the commission's enthusiasm.
