In this decision (the bulk of which was remanded by the U.S. Court of Appeals for the Third Circuit ; see below), the FCC concluded its historic inquiry into the entire range of existing media ownership regulations, deciding to substantially relax most of them. In some cases, regulations (such as the newspaper-television station cross-ownership rule) were relaxed in part due to the belief that their relaxation would better promote localism. In other instances, regulations were relaxed under the assumption that their relaxation would not significantly harm localism, due to the wide array of media outlets and technologies available in most markets.
